B Requirements for Qualification Standards

In compiling documents relating to your sports qualifying standards you are asked to -:

(a) Present the Qualifying Standards clearly leaving as little scope as possible for “individual interpretation”.

(b) Provide detailed explanatory notes as per the requirements stated below in sections ‘c’ to ‘g’.

(c) Detail the way in which your sport measures the progression or development of competitors through various competitive levels giving a clear picture of the standards at each level.

(d) Give an indication of the size of the sport i.e. the number of countries that participate at international competition level. It may be that competitive levels vary little across all participant countries but if not please include details of countries or regions with particular strength in a sport.

(e) Explain how sporting achievement is measured as competitors reach each level if not already covered in para (c) above.

(f) Show or explain, if possible, how the Home Countries rank in your sport in the Games and how the entry criteria at the Games affects the quality of the event e.g., how many competitors are there in each event from each participant country.

(g) Explain the timescales over which a competitor should seek to achieve the Qualifying Standards and specifically address any particular challenges raised by the timing of the next Games in relation to competitor’s ability to achieve. Qualifying Standards given the timing of the sporting ‘season’ if any.

(h) Give an indication of how the proposed Qualifying Standards relate to or compare with the
results in the sport and/or event in the last Games.

(d) International Participation

The Commonwealths are the most important and prestigious competition for the home nations. England, Scotland, Wales and Northern Island can expect to meet strong competition from some of the world’s strongest swimming nations including Australia and South Africa.

A presence from islands such as Bermuda who Jersey would also expect to meet at Island Games level demonstrate, for Jersey’s top flight swimmers, a justifiable presence.

At top Island level, Jersey swimmers can expect to reach a final or semi final but such is the strength of the World’s top nations a medal placing would be both extremely prestigious as well as rare.

(e) Measurement of Achievement

Swimmers who reach the required standard will have been in an intensive training program for at least four years and swimming at a National Standard. Descending the list at (c) above indicates progression through from Club Level to Commonwealths and beyond.

(f) Comparison with the Home Counties

Not always easy to predict but at least two Home Counties’ swimmers can be expected to enter each CGA individual event.

(g) Competitors Eligibility

The times set by JASA are demanding and those meeting these will likely have been in an intensive training programme for at least eight years and often longer. Because of athlete physical development rates, particularly under the age of eighteen, swimmers may sometimes be ahead or indeed behind the general rule of thumb which suggests an annual two or three percent improvement. It is therefore not always easy to predict who may make a qualification time but the expectation is that all competitors will be National Standard swimmers – Long Course.

Of particular challenge for the Delhi Games will be the October 2010 timing. This will require swimmers to enter continuous training programs from September 2009, forgoing the usual August 2010 break.

(h) Comparisons with Melbourne 2006

The times set by JASA for 2010 qualification are based on a current National top fifteen standard. In terms of challenge, these times also represent, on average, an improvement on the times set for Melbourne in 2006.

D Jersey Amateur Swimming Association (JASA) – Qualification Standard

As the governing body of swimming, JASA has reviewed the guidelines set out by the CGAJ and developed its Qualification Standard (QS) as set out below.

Qualification Standard

1 Eligibility

1.1 Registration

Swimmers seeking selection must return a JASA Registration Form to the Team Manager (TM), or other designated JASA official*, not later than 1st October 2009. Forms will be distributed by the TM to the Head Coaches of Jersey and Tigers swimming clubs not later than 15th September 2009. Head Coaches are reminded to consider swimmers who may be temporarily residing outside of the Island. * A designated JASA official will resume TM responsibility until this position is officially confirmed.

1.2 Acceptance

A written acknowledgement will be sent by the TM to all swimmers who have registered, confirming acceptance, or seeking clarification as may be necessary. This will be done by 1st November 2009.

1.3 Residential Status

Swimmers will need to be eligible to swim for the Island of Jersey in accordance with the rules of the Common Wealth Games Association. For guidance purposes JASA would expect swimmers to:

(a) have been born in Jersey or
(b) have lived permanently in the Island for at least twelve months prior to 1st October 2009, and continue to live in Jersey on the same basis until the date of competition.

In the event of difficulty or clarification JASA will accede to the rules and guidance of the CGAJ.

1.4 Age Limitation

There is no minimum age.

2 Preparation

2.1 Training Records

All swimmers will need to make available to the TM their monthly training log from 1st October 2009, including details of all swims at designated long course meets only.

2.2 Accountability

Each swimmer has a personal responsibility to ensure their training log is agreed, and signed by their Club’s Head Coach at the end of every calendar month. Each set of paperwork must be forwarded to the TM within fourteen days of the beginning of the following month. For those who ultimately qualify for a place this process will continue until the date of the Games.

3 Qualification

3.1 Assumptions

From this point on it is necessary that all the requirements under 1 Eligibility and 2 Preparation will have been met and continue to be met.

3.2 Team Size

The number of swimmers travelling will need to be agreed by the CGAJ Validation Group

3.3 Qualifying Swims

Long Course times for individual events are published at section 7. These are based on 15th or better Nationally. Registered swimmers may submit times for consideration, from designated ASA Long Course (LC) meets, levels 1, 2 and 3 (only) between 1st October 2009 and 1st June 2010 or dates as may be agreed with the CGAJ once the official timetable is published. Qualification from an individual event gives eligibility to swim in a relay event, should the make up of the overall team allow this.

3.4 Limitation

CGAJ rules dictate no more than two swimmers per CGA event. In the event of three swimmers meeting a qualifying time from the same event, only the fastest two can qualify (from that event) (CGAJ to confirm nearer to 2010) but in the 4 x100m and 4 x 200m freestyle events up to 4 swimmers will be considered provided they have made the individual QT for the 100 or 200 free.

4 Selection

4.1 Notification

The TM will give regular updates to confirm swimmers progress to the Clubs’ Head Coaches with the intention that these be notified to all swimmers who are registered.

Swimmers who meet the QS will also then need to be approved by the CGAJ Validation Group. Those who are successful will be announced as such by the CGAJ on 1st July 2010- CGAJ to confirm nearer to 2010. 

5. Appeals

5.1 Notification and Resolution

During the qualification process it is the role of the TM to resolve any unforeseen issues that may arise. In the unlikely event of that not proving possible the expectation is that issues can exceptionally be brought to the JASA Executive for a ruling, who may refer to CGAJ Validation Group for assistance.

6 Staff Appointed

It is important to note that these are staff elected to manage the JASA Qualification process and are not necessarily CGAJ appointed staff to manage Team Jersey in Delhi.
